It is my understanding that the Meccans in 7th Century Arabia did not circumcise their boys. If that is true, as it is also true that the Prophet Muhammad did not become aware of his prophetic office until well in his 40s: Does this mean that he was not circumcised for his parents would not have considered it since it was not a custom of the Arabs at the time. In regards to the Makkans in 7 th century Arabia it should be appreciated that they did indeed circumcise the boys in the family. Hence, the Prophet was indeed circumcised before his prophetic appointment at the age of 40. This should answer the first of your questions. The second query relates to the understanding that Islam is not a new religion but rather a continuation of God's message to mankind. The practice of circumcision was transmitted from the Prophet Abraham to the Prophet Muhammad and unto us.
